On Oct. 1, Ketchum's fire district and the south county's become a single department. Both boards have already signed off. Nobody put it to a vote, and there are three weeks left to force one. Hailey gets its own say in November.

Also this week: Rebecca's Private Idaho runs four gravel routes out of Ketchum, the longest 118 miles, and Saturday's festival at the finish is free. Thursday is 81 and sunny. Sunday knocks twenty degrees off and drops the snow level below the top of Baldy. The rec district's gym in Hailey is free for eight days. Top of Mind

Your fire district is merging on Oct. 1. Here is what changes where you live.

Two of the valley's fire districts become one on Oct. 1. The Ketchum Fire District and BC South, which covers southern Blaine County, are combining into a single agency called Blaine County Fire & Rescue. Both boards signed the agreement last week. No voter anywhere was asked.

KetchumYour district merges. Your fire levy goes from $49.97 to $50.23 per $100,000 of taxable value, so about a quarter more on a $100,000 assessment.

South countyYour district merges too, and your rate comes down, from $57.20 to $50.23. You are the side that gets cheaper.

HaileyNothing changes yet. Hailey votes in November on whether to join the new district.

The money is not the fight. The board is. The new commission seats three people from Ketchum and five from BC South, and Ketchum commissioner Casey Finegan cast the lone no vote on exactly that math: "There is no guardrails to BC South, should they want to use what's in our budget in a way that we don't agree with." He also said BC South's own financial consultant had called the district's position dire. Chief Kevan Crawley says the nearly $900,000 BC South drew from reserves went to ambulances and EMS training. That consultant's contract ended Sept. 2.

If you want a say, there is exactly one way to get one and it closes in three weeks. A petition signed by 25% of the district's qualified voters, filed before Oct. 1, forces an election, probably in May. Whether merging is a good idea is a real argument. Whether something this size should go to a vote is a different question, and only that one has a clock on it.

Town Hall

KetchumFirst Avenue is closed about four weeks, not three. The mill and overlay between Sun Valley Road and Fifth started Tuesday, parking on that stretch is gone, and four weeks weather permitting runs it into early October. The three downtown stop-sign changes finish Friday. [IME]

CountyThe county is drafting a target-shooting ban for high fire danger days. Commissioners ordered it written last week, after the Ohio Fire burned 2,035 acres in July, allegedly started by target shooting on state ground. It would cover unincorporated Blaine County. Nothing is drafted yet. [IME]

HaileyThe Blaine Crossing open house is Tuesday at The Mint, 4:30 to 7. This is the 614-home annexation on the Flying Hat Ranch, and it is the first time the developers put the plan in front of the public. One caution on our own reporting: 614 comes from an Express story published July 15 and nobody has confirmed it since. If the number has moved, Tuesday is where it moves. [IME]

KetchumThe city owes the Wood River Community Housing Trust $500,000 on Wednesday. It is the first installment of the $1.25 million the council approved for first call on ten deed-restricted apartments at River Bend. We printed that deadline a week ago, so we will tell you next week whether it was met. [IME]

HaileyThe Hop Porter Park play structure is closed Friday for routine maintenance, the second of two Fridays the city took it offline. The park stays open. The playground does not, which is worth knowing before you drive over there with a four-year-old.

The Dirt

River and fish. The Big Wood is 123 cfs at Hailey, 66% of the median for the date. The flow barely moved in a week, 121 to 123, while the median it gets measured against climbed from 178 to 185, so the percentage fell as the river held steady. That is the calendar walking away from the water. Silver Creek is 89.8 cfs, 84% of normal, and read 56 degrees at midday. Low, cool, and clear, and the heat this week pushes the good hours to the ends of the day. [USGS]

Warm, then it turns over. Thursday through Saturday is sunny and settled: highs near 81 in Ketchum, 79 in Hailey, and 82 in Bellevue Thursday, easing two or three degrees Friday and Saturday. Then Sunday takes about twenty degrees off the top, to 59, 58, and 61, with a 20 to 30 percent chance of rain before noon. The forecast puts Sunday's snow level at 7,900 feet, which is under the summit of Baldy. First one of the season. [National Weather Service]

Over Galena. Valley Creek at Stanley is 112 cfs, 127% of the median, and the Salmon below the Yankee Fork is 489 cfs, 111%. Both well above normal, which is more than the Big Wood can say two hundred feet lower and sixty miles south. Floating and swimming closures for spawning salmon hold through Sept. 22 under forest order #0414-04-164, reach by reach, so call the Stanley Ranger Station at (208) 774-3000 before you put in. Open House

Ketchum owes $500,000 on Wednesday. Here is what that buys. A developer is putting up an 81-unit building called River Bend. Ten of those apartments will be deed restricted, which means they can only go to people who meet local income and residency rules, and that restriction runs 65 years. Ketchum is paying $1.25 million for the right to fill those ten first, ahead of anyone else, as they come open. Wednesday is the first installment. Some carry no income cap at all if you are a full-time local employee, a retiree, or a person with a disability. The rest go to households earning 80% to 120% of area median, which is $69,440 to $104,160 for two people.

Separately, the city's Urban Renewal Agency spent $2.9 million on land at 700 N Washington that could hold 13 more units. The council bought a place in line. The agency bought dirt. [IME]

Table Talk

Two Stanley closing dates, and they are the ones to write down. The Sawtooth Hotel serves its last dinner of the season on Saturday, Oct. 17, Thursday through Monday, 5 to 9, until then. Stanley Baking Co. closes Sunday, Oct. 18, open 7 to 2 daily until it does. After that weekend the two places most people build a Stanley day around are both shut, and your options over the pass get thin quickly.
